RNL YOUTH OF ARIZONA ORGANIZATION 
By-Laws 

ARTICLE I - NAME AND AUTHORITY 
The name of the organization shall be RNL Youth. The Organization colors shall be Black, White and Royal Blue. RNL Youth will be governed by the By-Laws of those organizations. Matters will be resolved based on MBCA By-Laws contained herein. 

ARTICLE 11 - PHILOSOPHY AND PURPOSE 

SECTION 1 - POWERS 
This Organization is established as a charitable organization and is organized exclusively for charitable and educational purposes within the meaning of Sections 501(c)(3).and 509(a)(1) of the Internal Revenue Code of 1986, as amended (the "Code"), or corresponding provision of any future federal tax laws, with the primary principles, goals, aspirations and interests to be consistent with those of the community of Peoria, its members, and related organizations to the extent not inconsistent with the purposes of the Organization, the Code or the law of Arizona, the Organization may engage in any and all lawful activities for which nonprofit corporations may be incorporated under the laws of the State of Arizona and may exercise all powers enumerated thereunder. 

SECTION 2 - LIMITATION ON ACTIVITIES 
The Organization is not formed for pecuniary or financial gain, and no part of the assets, income, or profit of the Organization is distributable to, or will inure to the benefit of; its directors or officers, or other private individuals: provided, however, that nothing contained herein shall be construed to prevent the payment of reasonable compensation for services actually rendered by employees, officers or directors of the Organization and/or the reimbursement of reasonable expenses incurred in connection with service rendered to the Organization by volunteers, employees, officers, or directors. Additionally, no substantial part of the Organization's activities shall be the carrying on participate in or intervene (including the publishing or distribution of statements) in any political campaign on behalf of or in opposition to any candidate for public office. 

SECTION 3 - CONTRIBUTIONS AND TRANSFERS 
The Organization is empowered, subject to the provision of these Bylaws, to accept donations, contributions; gifts, bequests, and devises of monies and properties ("contributions"), and transfers of endowment and other funds, properties and assets of charitable, scientific, educational, literary, and religious organizations or agencies, and/or private or supporting Organizations ("transfers"). 

SECTION 4 - PHILOSOPHY 
The philosophy of RNL Youth combines the principles of education, benefits of social engagement, the embracing of artistic abilities and the practice of industriousness in healthy competition. 

SECTION 5 - PURPOSE 
The purpose of this Organization is to provide studentS from kindergarten through high school seniors continuing opportunities for development in the areas of sportsmanship, community service, cooperation, patience, and loyalty, in addition to the development of athletic, artistic, and social skills. The organization will prioritize the health and well-being of the youth of the community and creating leaders of the future. Our mission embraces a local pride and inclusive perspective. 

ARTICLE Ill - MEMBERSHIP 
Membership will be open to all families. All families will be given a copy of the guidelines at registration. Parents will be required to sign the player contract verifying that they have read, understand, and will follow all the guidelines, by-laws and rules set forth by the RNL Youth. Membership requires active participation in the Organization. 
ARTICLE IV -STAFF AND RESPONSIBILITIES SECTION 1 - BOARD 
The Basketball Organization Board shall consist of the President, Vice-President, Director of Athletic Operations, Director of Classroom Operations, Director of Development, Secretary, Director of Financial Operations, Director of Personnel, and Director of Public Relations. The Board will, at a minimum, convene a meeting in May to elect officers and in September at the Council Meeting to review the annual budget and schedule events for the upcoming year. 
Subsequent meetings may be called by the President, as necessary. A quorum of five members is required to vote on any official business. The President will be responsible for overseeing all the Board's jobs. The positions of President, Vice-President, Director of Athletic Operations, Director of Classroom Operations, Director of Development, Secretary, Director of Financial Operations, Director of Public Relations, and Director of Personnel are open to all Athletic Association members. 
Board members will be nominated and subsequently elected by a simple majority of assembled Association members at the Association's Annual Meeting held in May. All Board Members shall hold their position for one year from July 1 through June 30. There is no limit to the number of terms a Board member may serve if reelected.

The Counsel will, at a minimum, convene a meeting in May to elect officers and in September at the Council Meeting to review the annual budget and schedule events for the upcoming year. Subsequent meetings may be called by the President, as necessary. A quorum of five members is required to vote on any official business. A Board Member will be responsible for overseeing all the Counsel's jobs. The positions of President, Vice-President, Director of Athletic Operations, Secretary, Director of Financial Operations, Director of Public Relations, and Director of Personnel be open to all Athletic Association members. . . - 

Board members will be nominated and subsequently elected by a simple majority of assembled Association members at the Association's Annual Meeting held in May. SECTION 3 – RESPONSIBILITIES 
PRESIDENT 

He/She will plan, schedule, coordinate, and facilitate Board meetings; resolve issues between parents, players, and board members; and coordinate all activities of the Athletic Association.

VICE-PRESIDENT 

In the absence of the President, will plan, schedule, coordinate, and facilitate Board meetings; resolve issues between parents\ players, and board members; and coordinate all activities of the organization.

DIRECTOR OF ATHLETIC OPERATIONS 
The Director of Athletic Operations will serve as the RNL Youth representative on Any Athletic League Board of Directors. As such, he/she will attend all meetings and report back to President and Vice-President; provide regular year and tournament schedules to team coaches; and discuss complaints, problems, league rules and by-laws regarding RNL YOUTH participation in the NVBL. He/She will oversee drafting of team rosters to deliver to NVBL and RNL YOUTH coaches and draft practice schedule for RNL YOUTH teams. 

He/She will, with Board approval, purchase new equipment as necessary by acquiring check or reimbursement from Director of Financial Operations and providing all receipts to Director of Financial Operations. Maintain inventory of game uniforms and records of issuance to players, oversee the operations of the leagues and their commissioners, oversee the team management and their equipment.

DIRECTOR OF CLASSROOM OPERATIONS 
The Director of Classroom Operations will serve as the RNL Youth representative on Any Classroom involved Board of Directors. As such, he/she will attend all meetings and report back to President and Vice-President; provide regular class schedules to instructors; and discuss complaints, problems, league rules and by-laws regarding RNL YOUTH participation. He/She will oversee drafting of class rosters to deliver to instructors and families and draft room schedules for RNL YOUTH classes. 

He/She will, with Board approval, purchase new supplies as necessary by acquiring checks or reimbursement from the Director of Financial Operations and providing all receipts to the Director of Financial Operations. Maintain inventory of classroom supplies and records of issuance to students, oversee the operations of the classes and their instructors, oversee the classroom management and their supplies.

DIRECTOR OF DEVELOPMENTAL SKILLS 
The Director of Athletic Operations will serve as the RNL Youth representative on Any developmental involved Board of Directors. As such, he/she will attend all meetings and report back to President and Vice-President; provide regular yearly and special event schedules to organization; and discuss complaints, problems, structure, and by-laws regarding RNL YOUTH participation developmental programs. He/She will oversee drafting of class and event rosters to deliver to participant and RNL YOUTH members and draft class and event schedules for RNL YOUTH. 

He/She will, with Board approval, purchase new equipment and supplies as necessary by acquiring checks or reimbursement from the Director of Financial Operations and providing all receipts to Director of Financial Operations. Maintain inventory of supplies and equipment and records of issuance to participants, oversee the operations of the classes, events, and their staff, oversee the class and event management and their equipment and supplies.

SECRETARY 


The Secretary shall handle air Association correspondence, provide notification through the Newsletter at least two consecutive weeks in advance of all meetings and events, and prepare agenda and take roll at general meetings. Meeting agenda will be distributed not less than 5 working days prior to each meeting. The Secretary shall keep the Minutes of each meeting, distribute a copy of the Minutes to the Board and be the custodian of all Association records. Meeting Minutes shall be distributed not later than 7 days after each meeting. The Secretary will also announce any emergency meetings by phone and email as 
needed.

DIRECTOR OF FINANCIAL OPERATIONS 

The Director of Financial Operations shall be the custodian of all Association funds. All funds are to be maintained in a depository approved by the Board. The Director of Financial Operations shall keep all account balances and report all expenditures at all meetings. Association funds will be handled in the following manner: 

Annual budgets will be presented at the September Basketball Association general meeting. After budget approval, a request for funds will be presented to the Director of Financial Operations who will require Board approval before distribution. 
Incidental expenditures, not covered by the budget, must be approved by the Board. 
The Director of Financial Operations' report will be completed monthly to reconcile all accounts and presented to the Board. 
Maintain records of receipts for expenses for all purchases and other related expenses. 
Draft weekly checks for referees.

DIRECTOR OF PUBLIC RELATIONS 


The Director of Public Relations will oversee all the club's relationships with the public through the management of team operators and support staff, oversees the development and management of the club's internet relationships and communicates and collects information from the team photographers.

DIRECTOR OF PERSONNEL 

He/She will oversee the registration of members including the collection of player applications and birth certificates and deliver to the tournament directors. The Director of Personnel will act as the liaison with team parents to ensure parent volunteers are available to staff the team, classes, events, and concession stand for RNL Youth events, keeps all documents collected by club by all participants and oversees and records all volunteer credit finished.

LEAGUE COORDINATORS 

The League Coordinators will oversee league play for all athletic leagues as on-site representatives. The League Coordinator will be responsible for all coaches and He/She will Insures the operation of games in league assigned by providing league provided equipment and enforcing organizational rules and standards, contacting member organizations to coordinate teams and games, organization of half time fundraising as well as concession sales, communicates stats between game manager and Webmaster, oversee the proper operation of the concession stand to include maintaining stock of items for sale as well as support items. The League Coordinator will ensure Health Department regulations applicable to the operation of the concession stands are strictly adhered to.

COACHES 
Coaches must have previous experience either playing and/or have previous coaching abilities; preferably, be associated with RNL Youth athletic teams, display the ability to work with children and young adults; set a good example to the children and population-at-large of RNL Youth athletic teams; must work with Director of Athletic Operations to resolve issues with players and/or parents; must encourage good sportsmanship from both players and family members alike in keeping with the values of the club.

TEAM MANAGER 

The Team Manager will provide appropriate equipment (e.g., game balls, practice balls, practice jerseys/pennies, scorebooks, first aid kits, ball bags, etc.) to head coaches. Equipment will be properly marked signifying RNL YOUTH ownership and properly issued and maintain inventory of game uniforms and records of issuance to players.

ORGANIZATIONAL TREASURER 

The Treasurer shall ensure all money is deposited in the proper account and receipts shall be given to the Director of Financial Operations in a time not to exceed 10 days (about 1 and a half weeks) from the time of purchase or receipt of money. Provide means of collection of all money collected from gate, league coordinators from cash boxes and provide set amount of change at beginning of all home games or other times as needed.

TEAM OPERATORS 

Communicates all club news sent out by the Director of Public Relations,

ORGANIZATIONAL WEB MASTER 

Controls and organizes internet communications and stats from club's teams through, coordination of 
photographers, game managers, and Direct of Public Relations.

College Coordinator 

 Works with college admissions offices to introduce students to campus experience and helps families navigate the college search process​. 

Business Coordinator-  

Works with local businesses to offer mentor opportunities​. 

Volunteer Coordinator-  

Tracks community service hours, admits students to the mentor and college programs​. 

Registration Director- 

 Accepts registration for classes and leagues and assign to league and class coordinators, promotes program, sets pricing​. 

Uniform Coordinator-  

works with league coordinators to order and distribute uniforms​. 

Budget Coordinator- 

 Ensures each department is allotted the proper amount to function, takes request from department coordinators, and approves depending on financial situation and urgency of need. May not exceed revenue of department without approval of board. 


Non-Counsel MEMBERS 
 TEAM PHOTOGRAPHER 
Record team performance through video and still shot photography. Must submit all records to webmaster.

FUNDRAISING HEADS 

Coordinate fundraising projects by recruiting and managing volunteers and organizing whatever product or service driven project with help of Director of Public Relations, Team Operators, and Webmaster.

ASSISTANT COACHES 

Assist Head Coach with management of team of players,

GAME MANAGERS 

Record stats during the game as official scorekeepers or team stat collector and submit information to webmaster.

CONCESSION SALES 

      Management of concession table in coordination with League commissioners.

COMMITTEE MEMBER 
Member of fundraising project in coordination with fundraising heads. • Service hours may be obtained. from this position. 
*** All adults in the RNL Youth who are directly involved, in any capacity, with minor children are required by the Board to complete the training course and/or receive a fingerprint card from DPS. This includes all Board members, Coaches, and Assistant Coaches. Anyone who has not completed this training will not be permitted to participate in any of the aforementioned positions in the Organization. No exceptions. 

ARTICLE V - TEAM COMPOSITION / 
If there are more than 15 participants registered to play Athletic at any level, participants will be divided into separate teams using the following guidelines:  
The Athletic board will oversee the draft of team rosters to ensure that teams are divided, enabling each team at a particular level the opportunity to succeed and be competitive. The Board will have final approval of team rosters to ensure the integrity of the draft.  
Coaches who wish to remain in their positions at the same level as the previous season may do so at the discretion of the Board. 
Participants returning to the same level as the previous season have the option of returning to play for the same coach if, in fact, that coach is returning. Participants who opt not to return to the same coach must place themselves into the draft pool. ' 
The draft pool shall consist of  
a) new participants to the Organization,  
b) participants moving up from a lower level, and  
c) participants who choose not to remain with their coach from the previous season as outlined above. 
Any Head Coach who also has a child playing at the level in which he/she is coaching may automatically 
have that child on his/her roster unless that participant chooses to be placed in the draft pool. 
Once the eligible participants make the decision to remain in the draft, the remainder of the roster shall be filled. 
Each player must be evaluated. This may be through the end of the season evaluation or the preseason evaluation. The end of the season evaluation would be accepted if submitted by the coaching staff at the end of the season and reviewed and approved by the League Commissioner. If the player is moving up a league, is a draftable player, and/or has an invalid evaluation, the player must attend the preseason evaluation. 


ARTICLE VI - CODE OF CONDUCT FOR PARTICIPANTS IN ATHLETIC EVENTS 

SECTIQN 1 - PARTICIPANTS 
Participants shall be defined as student athletes, coaches, members, officials, family members, and guests.  
The participants must realize that such participation is not a right, but a privilege that carries with it the responsibility of reflecting ideals as responsible ladies and gentlemen. No participant can use sports as an excuse for unsportsmanlike behavior. All participants in athletic events must abide by the decision of the game officials. No participant in the athletic programs can indicate objections to decisions by the game officials, coaches, or any other personnel associated with the team/game by verbal attack or damage or misuse of equipment. No participant can lay hands on, bite, spit at, shove, strike, or threaten any coach, participant, spectator, or game official. 
Any participant guilty of physically and/or verbally attacking anyone during practice sessions, scrimmages, or games will be ejected from the premises arid subject to further disciplinary action. The showing of disrespect for the property of another their-team-transportation -or facility used by the team will be looked upon as an act of vandalism and punished accordingly. 
Participants in athletic programs must follow all league rules and local rules set forth by the Board. Any observed violation of the rules of conduct by participants may be reported to the President for appropriate action according to the guidelines set for handling offenses. Serious misconduct by participants may result in one or more person's being banned from attendance at subsequent competitions in the same school year. 

Misconduct violations by student athletes are the primary responsibility of the game officials. Spectator misconduct becomes the responsibility of the game official, Board Members, Coaches, and all RNL Youth members. The order of jurisdiction for imposing penalties for the violations of regulations starts with the game officials and then falls to the Board, specifically, the Director of Athletic Operations. 

SECTION 2 - PARTICIPANT MISCONDUCT , 
To ensure good sportsmanship, team unity and outstanding behavior, the following procedure has been set to deal with any participant misconduct: 

FIRST OCCURENCE - The participant will be given a verbal warning, with another Athletic Organization member present. The warning will address the problem(s) and will provide guidelines on how to correct the situation. 
SECOND OCCURENCE - A second warning to a participant for any offense will result in a phone call or a visit with the parent of the participant. The parents will be notified of the problem and advised that a first warning was given. The President will also be notified, and the situation will be documented. A copy of the offense documentation and corrective action will be provided to the participant's parents. For any non-participant, a second offense will result in a meeting with the President and Director of Athletic Operations with notification to the Board. The situation will be documented. A copy of the document and corrective action will be provided to the participant. 
THIRD OCCURENCE - The third occurrence for a participant will result in written notification to me participant and parent of the participant that the participant-has been dismissed from the team-for the current season. The situation will be recorded with the Board and disciplinary action will result. If a non-participant commits a third offense, he/she will be banned from the facilities for the rest of the season. 

ARTICLE VII - RULES AND POLICIES 
All participants must attend all scheduled practices. Exceptions will be made for illness and other substantial reasons with notice (in advance, if possible) given to the coach. 
All participants are expected to show respect for their coaches and fellow participants. No profanity, fighting, arguing, or vandalism will be tolerated on or off the playing area. 
Coaches are responsible for their own teams and will conduct their teams in a proper manner following all Organization arid team rules arid procedures. 
If at any time a- player or a parent believes he or she has a valid complaint with the coaching, volunteering, or the way things are being handled, the following steps must be taken: 

Communicate with the team coach. The coach should be able to resolve most situations. 
Contact the Director of Athletic Operations. 
Contact the President. 
Submission of the complaint, in writing, to the Board for resolution. 

All changes to the By-Laws must be approved by a two-thirds majority of the Athletic Organization members in attendance (one vote per family) at the Board's Annual Meeting each May. 
At least one team parent is required for each team, and the duties are decided by the specific coach. The team parent's main responsibility is to provide team management support and free the coaching staff to concentrate on the student athlete's skill and tactical development. 
It is the responsibility of each Organization member to adhere to these by-laws and to act where required to assume that the philosophy and purpose of this organization are fulfilled, 
Coaches are required to provide all team rules and policies to the participants and parents in writing no later than the second practice session of the season. This is to be done during a team meeting where the team parents will be identified to the team members and their parents. 

ARTICLE VIII - PARTICIPATION 
Board members are expected to be available on-site at RNL Youth events to ensure the smooth execution of league play and all associated activities on game days. All parents of children active in sports will be expected to volunteer during game day, as needed, to assist in the operation of the gate, concession stand, and other activities associated with league play. Either parent may fulfill the obligation. Credit for serving any role will be distributed in 1-hour segments will the idea of an hour of work generating $10 income for the club. 

All Board Members receive credit for 30 hours worked per year distributed at the rate of 2 .5 hours per month for the completion of a year at that role. Council Members will be credited for 20 hours per year 1.5 hours per month and 3;5 at the completion of a year at that role; All non-board members roles will be credited hours submitted and approved by the executive board at the final meeting of each month. Hours will not be credited without the approval of the executive board. Credit hours will not be counted towards any year, but the year served. Members with no volunteer hours needed may be compensated once every month at the rate of up to $40 per segment credited approval of the executive board.
